消基會今召開記者會踢爆，台灣大哥大、遠傳都稱若消費者早已同意開通漫遊服務，即使在國外沒有使用，手機作業系統、app仍可能在未通知，自行傳送數據漫遊，因此有漫遊費。記者呂思逸／攝影分享 facebook 消基會今（8）日表示，日前接獲李姓消費者反應，國外出差期間僅使用WiFi上網，且出國前就把手機上的行動網路和數據漫遊功能都關閉了，但次月收到的電信帳單上，仍然有四筆49元的費用產生。對此，消基會呼籲，電信公司應落實「預設關閉」國際漫遊設定。消基會指出，由於每年出國消費者眾多，加上人手一機，無論公事聯繫，或旅遊拍照分享、打卡，都需要透過網路傳送，因此，當消基會收到這則消費者申訴，雖然金額不是很高（未超過200元），但倘若以2016年出國人口統計，共14,588,923人次，就算僅有5%消費者有該筆莫名支出，數額亦近1億元。 #div-gpt-ad-1503996040247-0 iframe { margin:auto; display: block; }

#div-gpt-ad-1503996040247-0 > div { margin: auto; display: block !important; }再以遠傳和台灣大哥大在2017年第2季的用戶數，共計有1,459.7萬戶，若今年僅有5%出國，而產生這筆冤枉的意外開支，換算起來也有1.46億元（1,459.7萬戶5％200元）。這是很巨額、可觀的一筆不義之財，而消費者當了冤大頭卻不自知。對此，消基會立即函文各大電信公司，請其說明SIM卡設定是否為主動開啟門號漫遊服務，調查結果顯示，遠傳電信和台灣大哥大兩家均是「當用戶向電信業者申請開啟行動網路數據漫遊後，即使用戶於手機上設定不開啟數據漫遊，手機作業系統或App仍有可能於未通知用戶下自行傳送數據資料，行動網路系統端就可能產生流量與計費。」。中華電信、亞太電信和台灣之星等三家公司則因為行動數據及數據漫遊功能一直是關閉狀態，因此，不會有任何作業系統或App更新所產生的流量與費用。消基會指出，手機漫遊上網的鉅額漫遊費衍生的爭議不斷，為避免爭議紛擾，消保處曾於2015年7月27日協調國家通訊傳播委員會促請各家行動通信業者將手機門號漫遊上網功能「預設為關閉」。然而，從李姓消費者的申訴看來，這個「爭議之門」似乎只關上部分。李姓消費者表示，他經常出國，手上也持有兩支手機（一支為中華電信，另一支則為遠傳），一旦出國，他的手機都會關掉國際漫遊，以免產生無謂費用，然而，當兩家的帳單都到了手上時，他發現真如業者所言，中華電信還沒有產生過漫遊相關費用，而此次遠傳竟收了四筆49元的費用。簡單的說，就是手機關上「漫遊」功能還是有「漫遊」的情形，因此，這純粹是業者的系統設定問題，而非消費者使用所致。消基會呼籲，主管機關應落實政策執行，要求業界徹底執行「預設關閉」國際漫遊功能，杜絕可能的消費紛爭。且一旦紛爭產生，如李姓消費者狀況，建議應由業者吸收，而非勉強消費者繳付，畢竟系統的問題，應責成業者吸收?
